"veyron/services/wsprd": Address TODOs
This CL addresses three TODOs:
1) Gets rid of the redundant new_security_model flag
2) Restores the message types for BLESS_PUBLICKEY,
UNLINK_BLESSING and NEW_BLESSING to 7, 8, and 9 respectively.
3) Changes the result of HandleCreateAccount (in WSPR's HTTP
server) to a single account instead of list of accounts. The
Blessing obtained is added to the PrincipalManager under this
single account name. The account name has the format:
Join(<Blessings presented by Blessing server>, "#")/<email>
