ipc[/stream/vc]: Improvements to automatic discharge refreshing. (1) DischargeExpiryBuffer is now configurable with an opt (not public API). (2) Discharges will be used if they are not yet expired but their refreshing failed. Change-Id: I42bcf119554c6b6524f17880c89a107a1a0b724b
