veyron/services/identity: Put the test cert.pem and key.pem in $TMPDIR. Currently the cert.pem and key.pem that get generated by the test identityd server get dumped into the current working directory. This CL generates those files in a temp directory, and returns the name of the files to the caller. Change-Id: I7a9f530318d81c6b2b935beaf470169dc9878939
