veyron/services/wspr: Fix JSON marshalling/unmarshalling. The json tags were incorrect in the struct. Also tell WSPR to return Content-Type: application/json when it returns json data. Change-Id: I1cf6a414629d77e05b70b31ebd12b25dd1213039
