TBR: ref: Prepare all repos for open-sourcing.

The CONTRIBUTING file is added to all repos, and also added
to the jiri-copyright tool so that repos can be automatically
checked and fixed.

I've run jiri copyright fix against all repos to fix up
outstanding issues.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
