veyron2/security: Move the wire-format spec in veyron/runtime/google/security/wire to VDL in veyron2/security. Successfully operating with other veyron processes requires a common understanding of identities. Thus, the identity wire specification is deemed to be a "public API" rather than a runtime-specific implementation. Change-Id: I1501209ebf8e012a2b010bacb417db5ef5ece434
