veyron/services/mounttable/lib: Use the loopback interface when the IP address is 127.0.0.1 When the local IP address is set to 127.0.0.1 or localhost, the neighborhood server should only use the loopback interface. Change-Id: I9eaa0866d398e34b691059a93cd2f0ab94061f09
