veyron/services/identity: Add a flag to restrict to one email domain. With this new flag, only users with an email address in the specified domain are allowed to authenticate via OAuth. This is useful when running a private instance of the identity server. For our test instance, the flag value will be set to "google.com". Change-Id: I4dbc8180209917292e9cb6da95fbaf9ff2d3b4b2
