veyron/services/syncgroup: Initial checkin of syncgroup.vdl, the SyncGroupServer interface. This interface is to act as a rendezvous server for SyncGroup creation, and a means for dstoreds that have joined a SyncGroup to stay up to date on its members and metadata.
