services/device/util_darwin_test.go: devmgr multiuser tests on darwin

Add the necessary account creation code to support running the
integration tests for the device manager on darwin on the builders in
multi-user mode.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
