syncbase/vsync: watcher extracts blob refs

Change the sync watcher to extract blob refs and update the blob
metadata at the device that injects the blob ref into a syncable
key/value row.  Track the syncgroups related to a blob ref.
Enhance the blob ref extraction to handle other VDL datatypes.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
