veyron/services/mgmt/application: Add command-line tool. Add a command-line tool to interact with the application manager. All the indivual methods are supported. There is also a "edit" command that combines the functionality of Match() and Put() and lets the user edit the content of an application envelope by invoking $EDITOR.
