veyron/services/wsprd: Refactored wspr so the logic to handle the translation of javascript request to veyron and vice versa is separate from the code that deals with websockets. This will allow us to share the code for an websocket based implementation and a nacl based implementation. This CL also changes the logic to allow only one privateID per javascript app. Change-Id: I7b6021bef62563f20a3bde752ae03f3de71c534f
