services/device/dmrun: check that no device manager exists/runs already

Also, check that the user-specified binary exists before doing a lot of
work.

Also, clean up the copy destination a bit.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
