veyron/runtimes/google/rt: only start the http debug server for servers! It's annoying to have to start an http server for client-only apps, especially simple command line ones! This CL changes things so that the http debug server is only started when an ipc.Server is created. Change-Id: If9662a366cdc8ed05021c0fec98a7327561fbcb5
