services/mounttable/btmtd: Add GC grace period

Add a grace period before garbage collecting newly created nodes. It
defaults to 1 minute, but is set to 0 for the tests.

Also, only create new rows if they don't already exist. If they exist,
return a concurrent access error.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
