rpc/dhcp: fix a bug in publishing network changes

  The network setting publisher in roaming profile sends all available
  network addresses not a newly added addresses when there is a network
  change. But server's dhcp loop assumes it received only newly added
  addresses and so append all of them to the listen states causing
  duplication of existing addresses.

  This CL fixes this issue.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
