services/mgmt/device: Unclaimed device managers will skip authentication of the namespace root. More details in the comment of the helper function added in starter.go. No tests needed for this just yet because authentication based on the blessings in endpoints is not implemented yet. However, this change more accurately captures the security implications of attempting to be claimed. Change-Id: Ibc574eb07bd1a09f612e5c053777eeb03bf9bea1
