allocatord: include vkube stout/stderr in error

When vkube invocation gives an error, say due to the invoking user not
having appropriate IAM permissions, then include the stdout/stderr in
the Go error to allow easier diagnosis of the problem.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
