runtimes/google/naming/namespace: Move parsing server blessing patterns from StartCall into ResolveX. Also stop parsing the root mounttable blessing pattern, which we're getting rid. Change-Id: Ic0ade79c5f62977a3016292d62b7d26bc480db16
