veyron2/ipc/version: Support for Version 3. https://veyron-review.googlesource.com/#/c/3387/ added IPC version 3 with support for a fixed authentication protocol. However, we forgot to bump up the version numbers here, which breaks proxying that relies on knowing the min/max supported versions. Change-Id: Ie8881072cdfa41906904ff29ea1181d2e8fd301c
