syncbase: track ACLs and DAG shells.

First cut CL to change store/sync data structures to start tracking
permissions and their versions for every mutation.  This will allow sync
to create shells for mutations the initiator does not have access to.

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
