wspr: Persist webapp principals and blessing stores.

Fix vanadium/issues/457

Also fix recent issue where users have to re-auth to every webapp every
time.  This was caused by go/vcl/12859, which stops the nacl plugin when
not in use.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
