vdl: Whitelist v.io/v23/security for native <-> wire conversions. The plan is to use this support for Blessings <-> WireBlessings and eventually Discharge <-> WireDischarge (the latter is pending support for native conversions of VDL unions) Change-Id: Icff78bdd9c0f4b5f3450e9c305ca96ea2688d092
