veyron/services/mgmt/device: Re-enable testDeviceManager This change re-enables testDeviceManager so that self-updates will verify that the new device manager binary will at least run. When the device manager detects when it was started by another device manager, it assumes that it is for testing purposes only and the only allowed request is "device".Stop().
