veyron/runtimes/google/ipc/stream/vc: replacing cryptographically secure randomness with pseudo-randomness. This speeds up the test from 4s to 3.5s (on my 12-core 3.20GHz Intel Xeon) and it provides reproducibility. When the test is run with the -race option, there is a negligible slow down (from 13.5s to 14s). Change-Id: Ia8caeb6957577f276b734fb2f239d5a922c89d3d
