veyron/tools/mgmt/node: node manager cmd-line tool (in progress) I started developing the node manager cmd-line tool as I was playing with the node manager, and am adding commands to it as I go. Note, I didn't generate the doc.go stuff yet. Change-Id: Ifd54f07bcb82766ae4408c0b4d5d97888ccdd773
