services/allocator/allocatord: integrate debug browser.

- Expose handlers from debug browser and use them to render pages
  in allocatord.
- Use relative paths in debug browser links so they can work properly in
  allocatord where pages are rendered in a path with prefix
  (e.g. sb-allocator.v.io/debug/...).
- Other minor UI tweaks.

I pushed the changes to staging.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
