TBR ref/services/device: Fix address assignment.

http://v.io/c/12594 introduced some bugs in the device manager
where it would use the wrong addresses for some services.

This CL fixes those up.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
