veyron/tools/playground: Playground support for javascript. Starts one WSPR instance per js file. Also has to start a single proxy instance for the entire environment. Tests that javascript client and server can communicate, and also that they can communicate with go clients and servers. Once javascript has support for identities and ACLs, I will add tests that exercise those features. Change-Id: I384e2220c68cb42c62caa2c38952f604bfcaa20f
