ref/services/groups: a command-line client for interacting with the
group server

This CL implements a command-line client for invoking the Create,
Delete, Add, Remove, and Relate RPCs of the Vanadium groups server.

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
