syncbase/vsync: Add support for responder to shell data when
appropriate, and for initiator to receive shells.

Remaining changes:
1. Represent shells in store when initiator receives shells for head of
an object.
2. Handle shells during app conflict resolution.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
