TBR: services/device/device: add --from flag to publish, to override binary location

Currently, binaries are expected to be uploaded from the V23_ROOT repo.  This
change adds a flag to allow overriding that.  This is needed when pushing
pre-built binaries downloaded from the storage bucket.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
