test: disable the namespace cache unconditionally for context created by V23Init

This allows us to remove a bunch of explicit calls to disabling the cache (most
of which were already unnecessary).

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
