veyron/runtimes/google/lib/sync/semaphore: update comment about the behavior of Close() w.r.t. Dec/DecN. As Asim pointed out, the non-determinism that the comment was warning about doesn't seem to exist anymore. Change-Id: Ic6b6612d93ffa243b175320dfd82815df5f5d559
