services/mounttable/btmtd: mounttable on bigtable

This is a proof of concept for implementing a mounttable server on top
of Cloud Bigtable.

Everything works except:
  - Accounting and quotas
  - Exported stats

Most of the original mounttabled tests pass with this new
implementation.

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
