veyron/services/identity: Make random identities valid only for 1 hour. Since there are no restriction on who can request random identities, or how many of them get created, it seems prudent to impose a short duration on them. This is particularly important when the identity of the runtime has blessings that are passed on to the random identities. Change-Id: I50448fe44b85d8ef37435b5021ab1139eb508e82
