veyron2/security: Remove use of FakePublicID in tests. Also, disable use of the PeerBlessingsCaveat since that has a potential infinite-loop problem if Validate is called with a security.Context where both LocalBlessings and RemoteBlessings have a "peerBlessingsCaveat".
