allocator: add suspend and resume; and reset

Suspend suspends the instance, whereas resume resumes it (by scaling the
deployment to 0 and back to 1).

Reset suspends the instance (if not already suspended), and
destroys/recreates the persistent disk.

Only expose this via the UI for now out of laziness.

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
