ref: Preliminary proxy implementation.

This change provides single hop proxying support.

TODO in subsequent cls:
(1) Implement multiple proxying.
(2) Switch encoding format of routing information away from VOM.
(3) Ensure that BidiRPC works through proxying. (once bidi is done)

Vanadium

This repository contains a reference implementation of the Vanadium APIs.

Unlike the APIs in https://github.com/vanadium/go.v23, which promises to provide backward compatibility this repository makes no such promises.
