veyron-browser: Preliminary Help Content

I am adding some preliminary topics for help content.
We need to plan how to organize this help page.

- Basic help page with a tabbed layout
- Modification of the help page to properly style parsed markdown
- Modification of our custom browserify transform system
- Filler content for each help page
