playground: Changes to accompany https://vanadium-review.googlesource.com/#/c/7730/
This commit makes all processes started by the playground builder use
blessings with the same root certificate: thus ensuring that all
processes recognize each others blessings.
The playground credential management was a bit cumbersome before this
commit and that is the excuse I'll use to be okay with making it
slightly more so (in the interest of pushing the change to the
v.io/x/ref repository) :)
