swift: Add BLE advertising / discovery utilities to Demos. This CL adds two new utilities to the Swift Demo app that allow you to explore nearby BLE devices and advertise arbitrary services. They are meant to facilitate testing iOS BLE hardware capabilities and provide example ground work for the larger CoreBluetooth plugin. Change-Id: I1c48529b275c91ff6578b6d4e7501fffd711fb70
