syncbase: moving levigo from third_party into roadmap.go.syncbase The reason for moving levigo is to avoid the need for external developers to install the "syncbase" profile in case they would like to run our third-party tests. Once syncbase is release, we will move levigo (if it is still being used) back into the third_party project. Change-Id: I69ee0cbb772d8af164c9250b4bcfe0c96f1bc1f0
