x/devtools: Add HLAPI Syncbase and Dice Roller Tests

Tested locally by rebuilding jiri-test and running
`jiri test run <the test name>`

Note: The HLAPI test isn't passing yet. Do I need to fix that first?

I have some stuff set aside on Jenkins for later.
