TBR: Revert "jiri-swift: Set TMPDIR before running swift tests."

This reverts commit 9eb05cd431193d960e9c58e36b2bca162f2cd7d5.

This did not fix the bug.  Robin has submitted v.io/c/20272 which disables this test.

I'm taking out the TMPDIR hack while we figure out how to run this test safely.
