The presubmit query flags are:
-log-file=${HOME}/tmp/presubmit_log
The file that stores the refs from the previous Gerrit query.
-manifest=
Name of the project manifest.
-query=(status:open -project:experimental)
The string used to query Gerrit for open CLs.
